Tragically, separation between the PCs and NPCs was one of the casualties of the Reforge. There are a few methods to sort of fudge it (as Thorvaldr said), but there is (at present) no way to really do it cleanly.

Doesn't necessarily need to be inside div tags, but that's how I build boxes and such, so I just use that as my default.

Pretty easy really. Just have a div box made with your "background-image" of choice, then give it a "height:XXpx" and "overflow:scroll". Then add whatever text in there. The box will stay stationary and the text will scroll up inside of it.
