How does one send an attachment to a GM or player, whether it be a jpeg or text or character creation file?

There's not really a way to do that on here. You're best bet is probably traditional email.

Either host the file on an image hosting site or mediafire, then send the pertinent people the link for the file, or use traditional e-mail/instant messenger programs. I think Google Talk is an ideal set-up for this purpose.
