I don't know what it's called, but a lot of websites do a thing where you can hyperlink halfway down a page. Like if you want to hyperlink to section 3 of this page at that website, the URL would be http://www.thatwebsite.com/thispage.html#3.
To use a real example, the entry for the Sudden Sandwich tavern is on my wiki page for the town of Timendir (http://www.obsidianportal.com/campaign/aurobin-do/wikis/trimendir). I'd like to be able to link to the Sudden Sandwich without having to make a dedicated page for it.
I'm not going to go into any more detail than that because I'm not in a place where I can open another tab and see if NAME is a supported attribute. When you're editing a wiki page, it'll say textile and SOME HTML is allowed - the SOME HTML is a link. It'll tell you if NAME is a supported attribute.
