With backgrounds, it's actually your browser that's turning those off most likely. There's generally an options setting for printing backgrounds, which defaults to on, and is designed to save ink or some such thing.

Not at all, and in fact you can't use an external CSS file on here. You will need to use in-line styles - _Red!_ for example. It's kinda a pain, but avoids some security and presentation concerns on their end.

I may be mistaken, but I don't think that your character portraits count towards the file space limit. They've been there since well before the wiki image option was added.
